MAC Powder to the People Highlighter

I purchased this product online because I was thinking it was a MSF but with the blue yellow and orange poka dots and sheer pearl pink background, I do not know how to use it on the face or cheeks or as an highlighter etc. What it is used for exactly? MAC doesn't dop a very good job on explaining different uses other than to use the polka dots to highlight the eyes? Why would I want to use those colors as an eye highlight? Is there any way to use on the face if I blend all the colors together on my brush?
